Tungsten West (LSE:TUN) closed at £0.516 (51.6p) on 25 August, up 19.72%, after the UK National Wealth Fund proposed as much as £71 million for the restart of the Hemerdon tungsten and tin mine. The package matters. It closes the stated peak-funding plan, brings the state onto the register and opens negotiations for the UK Government to take up to half of feasibility-study tungsten output. But the price response did more than recognise £36 million of new equity. It added about £106 million to the value of the shares already in issue.
That arithmetic sets the question. The state subscribed at 36p a share, while the market ended the day 43% above that price. At 51.6p, the pre-admission equity was worth about £644 million and the post-subscription share count would imply about £695 million. The 2025 feasibility study, translated at the 25 August ECB reference rate, put the whole project's post-tax net present value at about £139 million using $400 per metric tonne unit of ammonium paratungstate, or APT (Tungsten West NWF 2026; AMC 2025; ECB 2026).
The reaction was directionally sound because the funding package removes an immediate survival risk and creates a domestic customer option. In magnitude, it ran past the disclosed capital and far past the study's base economics. The 51.6p close only fits a case where tungsten remains far above the feasibility price and Hemerdon avoids the processing failures that defeated its previous operator. That makes the 19.72% rise an over-reaction to a genuine improvement, rather than a mistake about the strategic value of the asset.
A £71 million answer produced a £106 million repricing
The terms deserve separating. NWF agreed to subscribe for 100 million new ordinary shares at 36p, providing £36 million before expenses. That gives the fund 7.42% of the enlarged voting rights. It also proposed a £25 million secured debt facility, plus an uncommitted £10 million accordion. The debt runs for 366 days, starts at roughly 9% interest and steps up by one percentage point each quarter. It is secured over certain group assets. The equity is conditional on admission; the debt still requires definitive documentation (Tungsten West NWF 2026).
Those details change the reading of the headline. This is £36 million of permanent capital and up to £35 million of short-duration debt, not £71 million of patient equity. The 100 million subscription shares were worth £51.6 million at the market close, already £15.6 million more than NWF's agreed cheque. The 36p entry price was a 30.2% discount to the closing price, though only 7.5% below the 20-day volume-weighted average cited in the announcement.
The market move was larger still. Tungsten West had 1,247.7 million ordinary shares before the NWF admission. Multiplying the 8.5p increase by that denominator gives £106.1 million of added equity value. In other words, the day's repricing exceeded the entire committed equity and debt package, including the undrawn accordion. This comparison does not prove the move was excessive, because the package can unlock future cash flows far larger than its face value. It does show what the market decided: funding certainty, sovereign sponsorship and possible offtake together were worth more than the capital itself.
There is one market-data wrinkle. The LSE page carried a market-capitalisation field consistent with the 43.1p previous close, while its price and change fields showed the 51.6p close and 19.72% rise. The £643.8 million figure used here is therefore author-computed from the closing price and the pre-admission voting-right denominator in the RNS. After the new shares are admitted, the same price implies £695.4 million. This discrepancy is also why verification is marked partial rather than full (LSE 2026; Tungsten West NWF 2026).
The independent NWF release confirms the £36 million equity and up to £35 million lending. It also explains the policy return: a limited negotiation period for the Government to procure as much as 50% of the mine's forecast tungsten production. NWF describes Hemerdon as a domestic supply asset for defence, aerospace, energy and electronics, with a target of full-scale ramp-up in the first quarter of 2027 (NWF 2026). That is independent corroboration of the event. It is not independent evidence that the plant will reach design recovery.
The state solved one funding gap, then created a 366-day clock
The sources-and-uses table is the most useful page in the announcement. Tungsten West expects £88 million of uses through peak funding: £13 million of mining and processing operating costs, £16 million of site project costs, £12 million of mining and other project capital, £6 million of working capital, £4 million of financing costs, £18 million to repay the May bridge loan, £5 million for the Environment Agency provision and £13 million of cash reserves. Funding comes from £7 million of opening cash, £36 million of NWF equity, £25 million of NWF debt, a £5 million provision recovery and £15 million of revenue (Tungsten West NWF 2026).
This is a better capital plan than the one that existed three months earlier. In May, the company had signed a US$25 million bridge at SOFR plus 4.5%, also for 366 days and with a one-point quarterly step-up. Management said a larger US$85 million package was in final documentation. The NWF transaction replaces that route, repays the bridge and places the state behind the restart (Tungsten West Funding 2026).
Yet the new package has little room for a slow ramp. The plan itself assumes £15 million of revenue before peak funding and retains £13 million of cash. Alongside the NWF's £25 million committed facility sit £22.3 million of equipment finance and a further £7 million payment due to Hargreaves Services by 15 May 2027. On a simple pro-forma bridge, those claims less planned cash equal roughly £41 million of net debt before lease liabilities and any accordion draw. The facility's 366-day term means the company may be refinancing while the coarse circuit is still proving itself.
That timing is not a footnote. The July commissioning update said fines processing would restart in the third quarter of 2026, the coarse circuit would follow in the fourth quarter, and full commissioning would arrive in the first quarter of 2027. The May funding update put the eventual nameplate ramp at 500 tonnes per hour over 2027. NWF debt could mature before a full year of steady-state operations exists (Tungsten West Funding 2026; Tungsten West Commissioning 2026).
The package therefore removes the near-term financing question but does not remove financing risk. It converts an immediate cash problem into a dated operating test. If saleable concentrate, customer receipts and plant data arrive on schedule, the short tenor can be refinanced from a stronger position. If the ramp slips, the security package and rising coupon give lenders more influence just as cash is being consumed.
Hemerdon is an old plant with a new flowsheet
Tungsten West owns a brownfield open-pit mine near Plymouth. Hemerdon has roads, power, water, workshops, a pit and a mineral-processing plant. Wolf Minerals spent more than £170 million on the site before operating from 2015 to 2018 and entering administration. Tungsten West acquired the asset through receivership in 2019 (Tungsten West H1 2026).
The business model is simple to describe and hard to execute. Mine granite and killas, crush and sort the ore, recover tungsten and tin into concentrates, and generate aggregate revenue from waste streams. The 2025 study reports 70.7 million tonnes of Proven and Probable Ore Reserves at an average 0.15% WO3 and 0.03% tin. Its permitted open-pit schedule runs for 11 years, followed by four years of stockpile processing and 12 years of aggregate sales. At full operation, the company describes capacity for 3.5 million tonnes of primary ore each year and average output of 3,320 tonnes of WO3 and 462 tonnes of tin in concentrate (AMC 2025; Tungsten West 2025 Results).
The brownfield setting shortens the construction path. It also carries inherited problems. Wolf's plant struggled with unsuitable feed preparation, reliability and metallurgical recovery. Tungsten West's answer is a redesigned front end, ore sorting to reject barren material before downstream processing, in-line pressure jigs and an ultrafine recovery circuit. AMC reviewed the study, but Tungsten West built the economic model and production schedule. AMC also noted that larger-scale ultrafine test work was still planned to raise confidence in recovery estimates (AMC 2025).
The study's first-year operating budget is US$62.4 million against 3.263 million tonnes of scheduled granite ore. Dividing the two gives an author-computed US$19.12 per tonne, or about £14.03 at the article's ECB cross-rate. This is a study-period site operating cost, not reported AISC and not an achieved unit cost. Mining movement, stockpiling, tin credits, aggregates, sustaining capital and the split between ore mined and ore processed can all move the realised figure. It is included because a pre-production mine needs a cost denominator, but plant data must replace it after commissioning (AMC 2025; ECB 2026).
The process sequence matters because grade alone is not a moat. Hemerdon's reserve grade of 0.15% WO3 is lower than the roughly 0.25% blended stockpile grade that tungsten peer Almonty disclosed when Sangdong began processing in July. Sangdong still started with lower-grade feed to tune blending and plant stability before moving toward higher grades (Almonty 2026). Hemerdon must show the same operating discipline while relying on modifications to a plant associated with a prior failure.
There are signs of progress. A late-2025 trial produced more than 1,400 metric tonne units of WO3 in concentrate at grades management said exceeded target. The company reported £0.6 million of tungsten sales revenue and £25.5 million of cash at 31 March 2026, then said in the 25 August announcement that tungsten and tin concentrate had been produced in the prior month. These are milestones, not a production history. Neither the July update nor the NWF announcement disclosed monthly tonnes, payable grade, recovery, plant availability or cash cost (Tungsten West H1 2026; Tungsten West Q1 2026; Tungsten West NWF 2026).
Five years of burn explain why the cheque matters
Hemerdon has not yet generated commercial mining revenue. Small historical revenue came from aggregates, legacy material and later trial sales. The table keeps the filed numbers in sterling and separates the latest unaudited snapshot from audited years.

The H1 FY2026 loss needs care. About £37 million came from a non-cash fair-value adjustment to convertible notes as the quoted equity value increased. Operating loss was £3.8 million and operating cash outflow was £4.1 million. The borrowings line also included convertible debt at fair value; subsequent conversion into non-voting B shares means the £68.6 million period-end liability is not comparable with today's capital structure. Treating either number as recurring operating economics would be wrong (Tungsten West H1 2026).
Cash consumption is clearer. I calculate owner cash burn as operating cash flow less purchases of property, plant, equipment and intangibles. On that basis, burn was £6.1 million in FY2021, £15.7 million in FY2022, £25.3 million in FY2023, £11.0 million in FY2024, £8.1 million in FY2025 and £4.1 million in H1 FY2026. These are author calculations from the cash-flow statements, not company-reported free cash flow. They show repeated external-capital dependence even before the current build reached peak spending.
Capital history is the sharper warning. The October 2021 listing raised about £36 million, FY2022 ended with £28.8 million of cash, and FY2023 ended with £3.4 million after £25.3 million of owner cash burn. Convertible notes then funded the company, defaults were waived, and the notes were converted after the September 2025 half-year. New equity and equipment finance replenished cash to £25.5 million by March 2026. The NWF subscription is another large reset, now at a far higher share price.
Management deserves credit for converting a distressed financing story into a government-backed restart. The capital record still makes one point unavoidable: value per share depends on the plant reaching cash generation before the next refinancing round. Strategic importance has improved access to capital. It has not yet proved self-funding economics.
The moat is scarcity; the counter-evidence is Wolf Minerals
Tungsten's supply concentration is measurable. The US Geological Survey estimated China produced 67,000 tonnes of tungsten in 2025 out of an 85,000-tonne world total. China introduced export controls on selected tungsten items in February 2025, while Rotterdam APT rose from $331 to $675 per metric tonne unit during that year. The USGS also notes limited substitutes in applications where hardness, density and heat resistance matter (USGS 2026).
By August 2026, Almonty reported Western APT above $3,000/mtu, albeit in a thin market with inconsistent price indications. Tungsten West cited the same level in May. A producer outside China with permits, existing infrastructure and a route to commissioning has become more strategically useful than the 2025 study assumed (Almonty Market 2026; Tungsten West Funding 2026).
That scarcity advantage is widening. NWF capital adds political sponsorship, and the offtake negotiation could give Hemerdon a domestic anchor customer for half its forecast tungsten output. Government participation may also help with future refinancing and stakeholder coordination. The asset is one of the few Western projects close enough to production to matter inside the current supply squeeze.
But scarcity does not repair a gravity circuit. Wolf Minerals already proved that a large resource, sunk infrastructure and high strategic relevance can coexist with operating failure. Hemerdon's moat is therefore conditional. Resource scale and domestic location matter only after recovery, availability and concentrate quality are repeatable. A low-grade operation has less protection from poor recovery than a higher-grade peer, even when the commodity price is favourable.
Capital allocation is similarly mixed. The redesign directly addresses Wolf's bottlenecks, and self-performing mining may give Tungsten West more control after ending the Hargreaves contract. Yet that choice added £22.3 million of equipment finance and a £10 million termination schedule. The company is taking more operating responsibility at the same time as it hires toward a 350-person workforce. That may improve control; it also moves contractor risk onto the balance sheet.
The moat classification follows the evidence. Strategic supply and access to state capital are widening. The permitted brownfield asset and reserve base are stable. Capital resilience is eroding until operating cash replaces repeated financing. The first two can eventually overwhelm the third, but the market close already assumes much of that transition.
The 2025 study is much smaller than the quoted equity value
AMC's study gives a clean valuation anchor. At $400/mtu APT and $32,500 per tonne of tin, it reports a post-tax net present value at 7.5% of US$190 million, a 29% internal rate of return and US$93.3 million of restart expenditure. The mine plan produces cash through open-pit mining, stockpile reclaim and aggregate sales. Using the ECB's 25 August reference rates, one pound equalled about US$1.363. The study values translate to roughly £139.4 million of NPV and £68.4 million of restart expenditure (AMC 2025; ECB 2026).
The current capitalisation is not close to that base. At the 1,347.7 million post-admission share count, 51.6p implies £695.4 million of equity. Adding a simple £41.3 million pro-forma net-debt estimate gives about £736.7 million of enterprise value. That debt estimate combines the £25 million NWF facility, £22.3 million equipment finance and £7 million Hargreaves payment, less £13 million planned cash. It excludes lease liabilities and assumes the old bridge is repaid as disclosed.
The implied enterprise value is 5.3 times the translated feasibility NPV. If a 70% delivery factor is applied for commissioning, recovery, timing and commodity risk, the underlying project value needed to support the market rises to about £1,052 million, or 7.6 times the study NPV. That is the reverse valuation. The share price is not treating $400/mtu as conservative by a small amount. It is treating it as structurally obsolete.
There is a case for that. APT above $3,000 is more than seven times the feasibility assumption, and mine profits are highly sensitive to price once fixed costs are covered. The study's first 11 operating years show annual net revenue mostly between US$93 million and US$135 million and EBITDA mostly between US$46 million and US$72 million at the $400 case. Sustained pricing far above $400 could expand cash flow sharply.
There are also limits to extrapolation. The public study does not split each year's revenue into tungsten, tin and aggregates, so a precise price sensitivity cannot be rebuilt from public data without inventing the mix. Higher prices may change payability, contract terms, working capital, royalties, taxes and the value of stockpiles. The current APT market is thin. USGS recorded $675 at the end of 2025, while the peer-reported August 2026 indication above $3,000 came with an explicit warning that spot activity was limited (USGS 2026; Almonty Market 2026).
The valuation below therefore uses multiples of the filed £139.4 million NPV rather than pretending to be a second feasibility model. It is an author-built risked project-value framework. The two variables are the long-run APT regime and the fraction of technical value that survives commissioning, timing and financing risk.
Four outcomes, only one reaches the close
The severe-downside range is 2.1p to 6.2p. It assigns 0.5 to 0.9 times the base NPV before pro-forma net debt. This covers a failed or long-delayed ramp, a return toward the feasibility commodity case and a refinancing conducted from weakness. The asset retains option value, but debt and further capital absorb much of it.
The bear range is 12.4p to 20.7p. Fines output begins, yet coarse-circuit commissioning slips and long-run APT settles well below current indications. Project value reaches 1.5 to 2.3 times the base NPV, reflecting better commodity economics than the study but a sizeable delivery haircut.
The base range is 28.0p to 40.4p. Commissioning broadly follows the schedule, recovery approaches design over time and long-run APT remains well above $400 without preserving the full 2026 spike. Risked project value reaches 3.0 to 4.2 times the study NPV. The top of this range sits near NWF's 36p entry and below the 51.6p close.
The bull range is 48.6p to 74.5p. Both circuits reach design, the operation produces saleable concentrate consistently, the offtake recognises secure Western supply and high APT persists. Project value reaches 5.0 to 7.5 times the study NPV. The 51.6p close lies inside this range, near its lower end.
An illustrative sensitivity makes the embedded assumptions visible. The rows apply author-estimated project-NPV multiples to different long-run APT regimes; the columns apply a delivery factor, then subtract £41.3 million of pro-forma net debt and divide by 1,347.7 million shares. These are not company forecasts.

The 51.6p close aligns almost exactly with the $1,800/mtu and 70% delivery cell. That is not a claim that $1,800 is the one correct long-run price. It is the market-implied combination in this simplified frame. The commodity input is four and a half times the feasibility assumption and well above the USGS's $675 end-2025 APT observation, though below August 2026 indications.
The anti-thesis is strong. The market may be recognising an abrupt structural break in Western tungsten pricing that a $400 study cannot capture. Hemerdon may also deserve strategic-option value beyond the current 2036 permit, including deeper resources, stockpiles, aggregates and a government-backed offtake. If those elements become bankable, a multiple of the filed NPV is not automatically irrational.
The opposing fact is stronger today: the study value is technical, while the quoted value is already commercial. Tungsten West has not disclosed repeatable monthly production, recovery, availability or cash cost. Until those figures arrive, the market is capitalising a commodity shortage and a government cheque ahead of the plant data.
The crux will resolve before the debt matures
The first test is immediate. By the end of September 2026, the company can disclose whether fines commissioning has produced saleable concentrate repeatedly, not only once. Useful evidence would include tonnes processed, WO3 recovery, concentrate grade, payable tonnes and plant availability. A qualitative statement that commissioning is proceeding would leave the main question open.
The second test follows in the fourth quarter. The coarse circuit is meant to commission by year-end, with full project commissioning in the first quarter of 2027 and a ramp toward 500 tonnes per hour during 2027. Mechanical completion is not enough. The coarse and fines streams must work together without recreating Wolf's recovery and reliability problems (Tungsten West Funding 2026; Tungsten West Commissioning 2026).
The third test is financial. Planned cash after peak funding is £13 million, and the plan assumes £15 million of revenue. Cash plus committed undrawn facilities falling below £20 million before steady shipments would show that the ramp is consuming more funding than expected. Six months before the NWF facility matures, the absence of a term-out or operating-cash refinance plan would bring dilution and secured-creditor risk back into the valuation.
Commodity prices are the fourth monitor, but they are not the first operational excuse. APT sustained below $800/mtu would narrow the premium to the feasibility case. Pricing above $1,800 supports the current reverse valuation only if recovery and throughput arrive. A high screen price cannot be multiplied by theoretical contained metal while the plant is still being tuned.
What the market has priced
The evidence supports a split verdict. NWF backing is more valuable than an ordinary placing because it supplies capital, policy sponsorship and a potential domestic customer. It removes the immediate question of whether Hemerdon can reach commissioning. A positive reaction was warranted.
The 19.72% move priced more than that improvement. It added £106 million to pre-admission equity value, took the post-admission capitalisation toward £695 million and placed the shares inside the bull scenario. The government's own 36p entry sits within the base range. The market's 51.6p close requires either long-run APT near the upper end of the sensitivity or operating delivery close to plan, with limited refinancing damage.

Confidence is partial. The annual reports, interim accounts, full feasibility study, RNS terms, NWF confirmation, LSE close and peer evidence were fetched and reconciled. The Finance API exact resolver did not map AIM:TUN, so no normalized packet was used. The £41.3 million net-debt bridge is author-estimated from announced facilities and sources-and-uses rather than a post-transaction balance sheet. The public feasibility study does not provide enough commodity-level annual revenue detail to rebuild a full independent DCF.
The next few disclosures can replace those estimates with operating facts. Until then, 36p is the price paid by a strategic state fund after due diligence. The 51.6p close is the price of a functioning Western tungsten mine before Tungsten West has published the data that proves it has one.
